That isn't what they are talking about. They are probably referring to all of the players who are diving in just trying to get kills at the start instead of trying to survive. Which is what actually you get EXP for. Last 1 20 match gets you nearly 3900 xp. To get that amount in kills you need 78 kills.

For the most part people either undershoot or overshoot when it comes to cheaters.
Some think only the blatant 360 no scope spinbots are the "only" hackers. While others think anyone that kills them is cheating.
In reality the majority of cheaters are careerists. They cheat habitually and constantly and moralize it as just some little advantage they use. The blatant hackers are, mostly, just kids or trolls.

user, that's just those who have been caught so far. OwnedCore and Apexhacks websites have over 3.2 million bot downloads as of now.
Then they should address that somehow in the game itself. Not fucking ban people for something that's the fault of the dev's lack of foresight and planning rather than actual cheating.
They also only cheat in tight situations. Not all cheaters are bad, some are decent players but they'll use literal togglebots, or they'll set their bot to have reduced accuracy or every 2nd or 3rd shot to be a headshot. So they can just fire all the shots really fast, but come off as just lucky.
People have this belief in their heads that cheaters are 100% aimbot autotarget across the map and anything not isn't cheating.

Kill cams are not accurate simulations of the events that occurred and, commonly, cause more false flagging than anything.
They aren't banning people for playing the game and getting kills early. They are banning people for using Aimbots and recoil hotkey software. They just make that point as they need to guide people to actually competing to be the last team alive, not try and get 1 kill and die in 30 seconds and jump into the next match.
