Gamefreak saw the success in Pikachu and tried to make another Pokemon that matches Pikachu's success, Pichu was the Pikaclone of gen 2, Minun and Plusle was gen 3, Pachirisu was gen 4 and so on. Gamefreak then threw a curveball and made Mimikyu which stood out from all the other pikaclones (if you can call him a pikaclone) and got instant popularity, and Togedemaru left in the dust
