The biggest problem for Leon is that he's not allowed to use his guns or his knife. How do you make a moveset that actually represents Leon without them?

Well clearly there is some leniency with the rule. Just stylize his weapons or something. If they were able to make Snake and Bayo work, they could definitely make Leon work
