Do some local co-op with him.
Create some good memories of the two of you together. Help him, but try not to be overbearing. Ask him what he wants to do and help him out. Don't go doing stuff without him: ask him what he wants to do and point out how he can do it himself first, and at most point out how he can improve. Be the cool big bro who will help him enjoy the hobby but don't treat him as your second - he is first in your play sessions together.
I never played it but I heard Lovers in a Dangerous Spacetime is a great co-op game.
Being an older brother is a gem, don't waste it OP.
Install Squid Proxy and set it up so he can only go on websites which you have whitelisted.
Third, install emulators and classics. Harry Potter, TES are good starting points.

On PC pickings are a bit slim sadly, but when he grows up getting good and his mind is pretty developed get Portal 2 co-op. Torchlight/Grim Dawn co-op are also super fun.
I believe Guacamelee has a co-op mode now? It is very easy and actually super fun too.
Lastly, and strictly not vidya but worth a mention, is pic related. It is a boardgame, but it is a boardgame made for adults who have children/young brothers. My little sister is now too old to play that so I never bought it but it looks very simple and very... childhood-ish? I read through the scenarios and they feel straight out of Toy Story. Your little bro is gonna love it.
Some RPG maker games should be a good start
If you can emulate it, play Final Fantasy Crystal Chronicles with your little bro. Brilliant co-op game, very safe too. That’s how I bonded with mine in the early 00s on the gamecube.
I have no solid recommendations but whatever you do, do NOT get him to play shit like Terraria or Minecraft. Especially Minecraft. Games with "endless content" are like crack to a developing mind. If your brother is not interested in vidya that much and he have other interests, that's fine. I'm not even trying to make autism memes, those type of games are not very healthy for a kid, trust me. It's not the same thing as when you were a kid and you have a bunch of legos.

Shit, I forgot about Stardew Valley, perfect co-op game to play with him.
The first game I played was the entire batman series. Highly recommended it, especially because of the jump scare in the first game. Also you can probably find it really cheap now.
