Actually, empires are made from authoritarian shitholes.
This is the primary reason they can't last - authoritarian "we strong, defend our race, breed more" ideals only have short term benefits and result in eventual stagnation as dissent and free thought necessary for creativity are suppressed.

While true that most empires were born thanks to dictators and selfrulers, China has none of the qualities others have had. all they really do have is tons of men to throw into the meat grinder, but it's not WW2 anymore, the USSR tactics don't work. And just like you said, the fact that the taken areas would rebel strongly would just mean an eventual collapse. Except maybe Africa.
