Every move you unlock you keep forever on that save file. Just like every other DMC. It's just that usually you have barely enough to unlock much for awhile.
You keep your upgrades regardless of starting new difficulty, that’s how it always worked. If you want to try and limit yourself, though, you can turn off skills after buying them so you don’t have to restart the game and

I have the 100K bonus, but I'm choosing not to tap into it. You get plenty of orbs just by doing the missions. Also, I barely on like mission 5 right now because I kept replaying missions, because I kept trying to beat Urizen in the prologue.

I went human at first because it said for newcomers and devil hunter was for 'veterans'. around the time Dante was unlocked I switched and I'm still not seeing much of a difference.
