Most of these strategies work with Haggar but they're all much less consistent, and harder to pull off. Like damn near everything else in the game if you're playing Haggar desu.

Streets of Rage Remake (The PC fan game) is phenomenal and modular.
Final Fight 3 has amazing gameplay and cool Street Fighter inputs for special moves.
Violent Storm has great music, style and early 90s aesthetic
Scott Pilgrim Vs. The World is basically River Citt Ransom with a fresh coat, great music of paint and 4 player co-op.
TMNT Turtles in Time is a timeless classic
I can name others... but then we're getting into slash em ups (Capcom's two D&D titles, Alien vs. Predator, Knights of the Round, etc.)

Brute Force is a great shitty beat em up. It's janky as fuck, which allows for a lot of hilarious stupid shit to happen in multiplayer.

Final Fight 3 might have been decent if it released on the arcades but the shitty SNES hardware can't handle the enemy numbers required to capture the Final Fight intensity and challenge so it's underwhelming as an end result. Still better than 2 at least but the first game's still king.
