They are not fast enough to walk towards you. The reception area west hallway you're thinking of where there is 1 licker (2 in B) with leon you can go to that area and kill the lickers before you trigger Mr X. Idk if you can do that with claire, but on claire A, run into the hallway, trigger the licker, run back into reception, and now the licker moves to the area where you can get into the weapons storage room.
Obviously I know that know after playing it but on a blind play through I didn't. Every game is easier when you know where everything is and how to exploit it.

If we're talking about first playthroughs then the lab lickers are still the only threat. The others will put you into danger, but none of them can kill anyone who isn't retarded. The C4 lady medallion licker could kill you if you thought you could escape it by going back into the 2F hallway that leads to those showers that you need the valve for, because he can travel between the storage room and that hallway that leads to it. C4 licker and the licker in west 1F hallway are the only ones that can change their position if you manage to escape them by leaving the area.

They behave roughly the same in both versions, where a noise near them will make them follow it slowly (if it's walking footsteps) until they bump into you or attack straight away (running and firing a weapon). The difference is you now have defensive items to use against them and if you go to the trouble to get the silencer for the SMG, you can misdirect them if you shoot at, say, a wall. They'll only turn towards the sound of the bullets hitting it.

You can test this by spawning the licker, going through the library door, go all the way back to the 2F hallway leading to the storage room, enter the room, trigger the licker, and then go back to the hallway. He will be on the ceiling on the opposite side of the hallway where the door is to the shower room.

The sewer is streamlined. It takes 10 minutes and 7of those are spent running. 1 of those is spent juking G Adults ~7 times (your "intense encounter") as you traverse to and fro, and two are spent grabbing the chess pieces and other supplies (T crank, herbs, flamethrower/spark, gun upgrade, grenades, gunpowders). I'm not sure how much shorter it can be.

The game was just a bit too fast paced for its own good. If they would've added to the streets in the A scenario and gave B it's own short streets section, and then added the Marshalling Yard right before the NEST they could've fixed that. Sprinting should've also been punished with the open game design. Sprinting could've also been balanced by having it aggro enemies in the next room over.

I see the sewers as kind of a wind down from the RPD, it's fairly simple without really threatening enemies, a way to recover a bit before reaching the grand finale that would be NEST. Relaxing, in a way.
Though turning it into an enemy gauntlet to contrast the other two's puzzle gauntlets would have been interesting. I do think we need more threatening normal enemies, something like Hunters or Crimson Heads would have been ideal.

With Claire, saved in Sherry's segment because I don't trust insta-kill stealth sections, even when I know exactly what to do.
With Leon, saved before collecting the hip pouch in the RPD lockers. This turned out to be a good call, as I got sandwiched between a licker and X. Dying and reloading reset their positions and made things more favorable.
I felt pretty confident I could marathon the lab and all bosses after G1. Somehow I always found the bosses easy (except super Tyrant). Normal zombies have always provided the biggest challenge to me, especially while speedrunning.

Fixed camera angles are a meme. A normal camera system fits survival horror gameplay much better.
We've been through this shit a million times. RE was a miracle born from limitations of the time. Y axis only aiming, tank controls, fixed camera created a challenging combination that never again has been replicated in such an organic way. The proof of this is that they add to deliberately rng aim in a 2019 remake and add Mr.X to stop you from taking your time around basic foes. You can still shoot and slash, but it's not gonna be fun if that unstoppable tank is chasing your ass.
It's probably the most accurate remnant of the original RE2, the no recovery time after getting bitten. You get bit, shove, another bite, and so on. If I were to bet money I'd bet 50$ that most people playing RE2 in 1998 died after dropping off the bus in the beginning for that reason.
They don't though, they're just normal zombies with increased health and damage. Crimson heads head different attacks, much faster move speed, more health, and were specifically reanimated from incapacitated.

Horror is when the environment is unsettling and the creatures make you shit yourself. That's why nobody is scared while playing SIlent Hill except the obvious jumpscares. Environments are fucking creepy but nobody is scared of 6 feet tall walking colostomy bags.

Who said anything about jump scares? First-person is by far the best perspective for horror games, for the same reason the Thief games (which are 1st person) are the best stealth games. The 1st person perspective forces you to be weary of your surroundings and pay attention to sounds and the environment around you. Because unlike 3rd person or fixed camera angles, you don't have a magical omniscient camera that shows you things your character shouldn't be able to see.
The 3rd person/fixed camera empowers the player by showing them things they shouldn't be able to see. This is NOT a good thing in a survival horror game.

Saving before G1 just feels so redundant. It's only about 10 minutes in and I've probably only once actually died trying to kite Birkin. Although I wouldn't say mine is a template to follow, I don't make a first save until chess room. But you definitely could pace it better if you don't have trouble with bosses
According to Merriam-Webster a thriller is "a work of fiction or drama designed to hold the interest by the use of a high degree of intrigue, adventure, or suspense", so you're wrong on that point. Also, jumpscares can be used tastefully to confirm/subvert expectations, resolve suspense, disarm people, etc.
The scariest moments of RE were jumpscares because they disarmpayers and through them off there game.

My only REAL complaint that cannot be argued against is that the story is completely fucked. RE was always kinda weird in that you have two characters going through the same environment simultaneously but only one does all the same shit that the other is supposed to be doing some of. Ie - solving the same puzzles, opening the same doors, killing the same bosses.
RE2 was the perfect setup for them to actually try to improve upon the story and clean up some of that video-gamey plotholes. Instead these fucking morons made it 100x worse than it ever was in the original.

Shoot to stagger is about all I can tell you. Only shoot to kill if you have a shotgun (shotgun has reduced damage on most G bosses so saving it for them is not necessarily recommended, except to have enough shells going into those fights to quickly pop his eyes and stagger him), and aim very close range to pop heads and guarantee they won't reanimate. Enemies that take a little knockback but keeo shambling towards you are not staggered, so you might have to shoot 2-3 times to stagger especially once your adaptive difficulty starts scaling up as you get better. The stagger animation involves them taking a step backwards and kind of shaking it off for a second, when they do this you have about a 3 second window to run by them safely.
