Any serious high prey drive dog will ruin any monitor, a dog that knows how to kill and has experience hunting reptiles will kill any monitor in less than a few minutes ive seen it done many times it is a very easy kill for the dog. I have no idea, and I doubt we're ever likely to know, since they're such an incredibly old concept.
To be honest, my assumption is that culture is just incredibly noisy and random. Everyone likes to come up with various plausible sounding sociological or evolutionary theories on these sorts of things with the benefits of hindsight, but it's also possible that's it's pretty much random. Maybe some neolithic Chinese dude told a really cool story about snake with with legs helping people out and it just caught on. That's how many cultural ideas and memes start out nowadays, there's not much of a real pattern to it.
Once it has started off it becomes self-reinforcing, eventually you get entire mythologies built around them and Emperors adopting them as their symbols or whatever.
