Why do they penalize you for using first aid sprays but not red+green herbs? They do exactly the same thing

I've only beaten RE3 and RE4 multiple times. I've played both recently, and RE3 I finished in around 4 hours, but RE4 took me about 10 hours. I completely forgot how to play RE4 somehow, it was really weird. I struggled through it for the first time.
I'm sure I used to do both in the 2-3/3-4 hour range.
