It's a recommendation, you moron. Anyone can say whether they'd recommend the game or not. It's completely subjective and based on everyone's individual experience with the game, so playtime doesn't matter.

I would almost always listen to people who have played the game for countless hours a day hate it rather than people who have touched it once and hate it.

It depends on the reason. It is acceptable to downvote if a game is actually changed for the worse with a patch such as removing content or completely changing some mechanic or scene you liked or simply found better. Minor temporary hiccups due to some update etc is NOT an acceptable reason to downvote anything.
