First, all gameplay shows enemies dropping that ammo pretty often. Second, you can buy them cheaply. Third, they're for secondary weapons not health or normal attacks.

This drawing looks nice enough at first glance but it's actually inert as hell. All the lines of action are small and at such sharp angles that the whole thing looks about as dynamic or energetic as a little kid's posed toy set. Neither Sekiroman nor the headless enemy have any sense of weight. Picrelated is a screenshot that shows how to do it better.

I think I might get a PS4 Pro for this regardless. I'm planning on getting it on a PS4 on release and moving to PC once there's enough mods and the game's gone on sale. I thought about just spending money upgrading my PC instead but if I want a high-end graphics card, a 4K monitor, and more RAM, I'm looking at around $2000. Even if I sell my current graphics card, I'll still be paying about four times as much as I would for a PS4 Pro.
