it's hard to make a story based SCP game because of the way it's structured
it is much easier to work with it in a procedural environment than a fully worked out linear game, because that would likely feel like you're just watching someone tell you a bunch of SCP articles sequentially

Does everyone just automatically assume after CB and SL that an SCP game has to be a giant compilation of lazily implemented SCPs all within one shitty game instead of a good game with one well-implemented SCP? The one problem that CB always had was that instead of polishing literally anything it just kept trying to add more stuff that is made just as badly as everything before it.

I dunno how, but I imagine appealing to a wider audience or a niche of the SCP gaming community which establishes the groundwork of how things are going to go. Whether it's a TPS based on XCOM: The Bureau or another spooky survival horror FPS, I think a person determined to make a good SCP game would have to certainly have a vision in mind for the game that they're going to make.

What I think would be enjoyable is a Friday the 13th/Dead by Daylight kind of game using various SCPs as Monsters. One player is the SCP has a diverse array of "Documents" to choose from describing said SCPs power, with each altering play style. Then a number of other players play as Mobile Task Force they don't know exactly what SCP they're facing but at the start of the map they're give several possible Folders to narrow down their expectations, they select their equipment, and head on in with certain objectives the SCP doesn't know about.
Teams receive a score at round end based on various factors in line with their objectives. if the SCP dies or is contained, if secure documents or items are acquired and exfiltrated, how many MTF members died, How many Scientists, was the SCP able to escape, was the facility destroyed? was it supposed to be?
Ultimately not dissimilar to Secret Laboratory but more focused on objectives and less of what is essentially a meme lobby at this point. Really it wouldn't even have to be SCP related at all. Just any Super Natural containment competitive game would be fun.

It's a cool idea but it's hard to keep a multiplayer game alive. Especially one with a niche concept.
It's hard to keep any game alive. Besides maintaining a BIG multiplayer game base is a meme made by big companies so they could kill games when it stop being profitable. If the game is enjoyable and it maintains a minimum amount of players with access to custom servers so they can manage things themselves, it's good to keep on going forever.
