How did the PTs become such a menace that the next election was around them? Kamoshida, Madarame and Kaneshiro were all small time local criminals. Medjed was a random hacker group, the public would not take their threats seriously in real life, like the average normie doesn't know about Anonymous for example. The only major target was Okumura but I don't think his death is large enough that the entire next election was dependent on it. Imagine if the CEO of Mcdonalds was assassinated or some shit, first of all people wouldn't even know who he is without looking it up first and it would be weird if Trump or the 2020 Democrate candidate hinged their entire campaign on eliminating that group that killed the McD CEO, I just don't think the public would care enough.

It was intentionally heavily publicized so Shido could use it to fuck the PTs, and you're a fool if you don't think normies care about what the news tells them to care about.

Media attention
They're actions were reported on with such intensity by the media that it flew the country into a frenzy. Really a commentary on the power media has on people. Were most of the PT's targets basically nobodies? Yeah, sure. But they were still decently known. Kamoshida was an Olympic Medalist and local celebrity. Madarame was a renowned artist with exhibits and TV appearances. Kaneshiro was the one behind all the scams targeting people in Tokyo, which was a serious rising problem. The Medjed or whatever were taken very seriously as threat by the authorities, and Okumura was an accomplished CEO and rising star in Politics. These weren't exactly literally whos. And all the media attention the PTs were given basically ballooned things to the point where they got fucking merch being sold in stores. I thought it was pretty believable: the media influencing and ballooning stories out of proportion.

Medjed was an international cyber-terrorism organization big enough that just being targeted by them put the Phantom Thieves in the international limelight. By taking a public stand against the Phantom Thieves and linking them to societal turmoil embodied by the psychotic breakdowns, Shido reaped the rewards once the Phantom Thieves were tied to Okumura's murder, and the leader of the Phantom Thieves was arrested and reported to have committed suicide. Shido gets a big fat neon sign saying "look at how fucked our society is that the government allows terrorists like this to operate, vote for me and I'll make everything better!"
