So the background is that back when both Light and Wily were academia funded scientists, Light convinces the board to strip Wily of all funding and cancel his research.

The thing is Wily was researching the gears to basically give robots the ability temporarily get superhuman abilities.
His entire idea of this was "let robots be accepted by the public by letting them be heroes."

Light convinces the academia board to kill this and all of Wily's research because he thinks that this isn't right.

Wily leaves academia and everything because Light betrayed him and ruined his research.

This leads Wily down the path of mad science later on.

I thought the old Japanese origin where they were classmates and Wily was angry Light was a better student was kind of weak but it's still better than that, though I guess that's a bigger deal in Japan (apparently why Itagaki hated Tekken so much.) Dr.Wily's direct actions may have been responsible for acts of destruction and terrorism, but Dr.Light's 'innocent' motives could one day be responsible for the extinction of the Human species.
