Not an argument when there are DOS RPGs where armor changes your appearance. The DS, while a handheld, was still more capable than something as ancient as DOS.
It's easy to change appearances with low-res static sprites and only a handful of cosmetic options that can be lazily layered over the base sprite.

I mean, Final Fantasy 7 reportedly had a 140 million dollar budget and even that (and most every jrpg ever made) doesn't have armor changing your appearance, so I doubt it's a technological limitation. It's a deliberate design decision.

In something like Daggerfall you have a face sprite which doesn't change, and a full portrait which shows your equipment. The equipment is mostly just recolors of simple generic armor, and all of it is static.
In TWEWY if we're just counting the player character, you have an animated walk cycle and idle animation in the overworld, all of the movement and attack animations in combat which is at a different angle and resolution, and the various full higher res full portraits during dialogue. Your character's costume is used as a symbol for lots of game assets like when you scan, he's on the menu buttons, and all of the characters appear on the save screen. Which ones of these do you want to show your gear? All of them? One of them? The animated cutscenes use different assets as well for a whole range of things, and a lot of them are flashbacks so your characters would need to repeatedly switch costumes over the course of a single conversation.
Just going over all of his sprites to display one item would take more time to draw than all of the gear in Daggerfall since you have to show every frame of every animation if you want it in combat, and you need to redraw it at every different angle on the overworld. You would also need to redraw it to fit on other characters in these situations since they can wear your items too.
And now we need to factor in how many items there are, which is 280. A lot of them overlap and therefore can't be shown in any logical way, and many are full costumes or accessories that don't have a place on the sprite. The vast majority are not recolors of the same item either. Occasionally you get two shirts with the same shape by the same company. Everything else would need hundreds of unique sprites and frames of animation to meet your requirements.

The point is that 'the technology was too weak to have clothing change your appearance' is a nonsensical argument when almost every jrpg ever made, even those on cutting edge technology with massive budgets, lacked this, so it clearly has nothing to do with alleged technological limitations.
Besides, game development is always about making choices about what to prioritize. I think it's pretty stupid that the developers made a game where fashion plays such a prominent role, yet made fashion entirely invisible to the eye.

P.S. And this is all ignoring how the clothes sway and deform as you move around. To redraw every item would waste the time needed to model this or make the default gear look better than every item, or you would need to spend about 200 years bringing every sprite up to the same quality.
There are 6 unique armors in Fallout (7 counting default, 12 including female versions), all full body costumes which cover everything. I didn't think you would use this as your example because you demanded that 280 items be implemented in TWEWY, and they must all be modular since you can equip 4 items at once. The character's walking sprite is used for every representation of your character in Fallout, so the sprites get reused with no other assets being needed. And they didn't have to draw the sprites either. They started as 3D models so that everything wouldn't need to be redrawn from different angles, and they just turned them around and cropped them to become sprites.
This comparison is so detached from reality I cannot possibly imagine how someone would think it is valid. Did you even play TWEWY before coming to this conclusion, or do you really think replacing Neku with his ground sprite in every cutscene is a good idea? To complain about, of all things, the themes of the game while ignoring how their canon costumes are utilized in the themes of the game?

What are you talking about? Are you blind? Besides walking, the character in Fallout also obviously has animations for running, crouching, falling down and standing back up, reloading, holstering or drawing their weapon, attacking with a variety of different melee and ranged weapons, and lots of other actions. I wouldn't be surprised if it had more unique animations than TWEWY. The animations themselves are also more detailed, with more frames of animation. In addition, Fallout has two sets of these animaions, one for a female and one for a male characters.

Not only did TWEWY come out more than 10 years after Fallout, working with much more sophisticated tools and more powerful technology, but I also out of curiosity looked at the mobygames credits listing for both fallout 1 and TWEWY, and guess what? Everything you said was wrong, but you also ignored what I said about Fallout's sprites having almost no unique appearances and all of them being 3D models. TWEWY has more sprites needing to be drawn, but more importantly they actually need to be drawn. All they have to do in Fallout is swap out the model for each animation, which they only have to do around 10 times for each. As opposed to having to actually redraw each frame of each animation by hand nearly 300 times to include every item. The fact that they appear at different angles is a big deal because the same thing needs to be redone thousands of times, not just once for each item. Fallout's "sprites" are generate programmatically by just moving the model into position for each frame and then taking a picture.
You are asking for TWEWY to do what is objectively, mathematically an unholy tremendous amount of work to appease you while shitting on their game's aesthetic, or you want the visuals AND gameplay to be dumbed to reduce the workload involved. The sprites are too high quality for it to be one or the other.
And again, this is very easy to say when your example game has 6 possible costumes and your overworld sprite is used in dialogue rather than 280 unique items with dozens of different poses and animations over different parts of gameplay. Do you not understand the numbers on the table here? Are you the Gothic 2 poster that posts in every Morrowind thread?

Splish Splash Barrier helped me out a lot with that section as well as Excalibur, tho it mostly depends on how you set up your pins. As for the post game, collecting pins and clothing and, if a sequel were to ever get made, a New Day is pretty important to view.

I had the tigre punks healing pin that gives you 5 uses (the smiling face one, make sure it's not the evolved version as you get less uses) and the pegaso pin that gives your pins more uses. Load the rest of your pins with stuff you like or are very comfortable using.
After fighting Konishi your pins reset so if you used your healing pin you'll get the total amount you started with. The same is true for your fusion stars, so use your fusion on Konishi or earlier, even if it's not a level 3.
