Hard Mode in RE3 just felt like Normal to me. The only somewhat difficult part I can recall is the fight with Nemesis outside the clock tower, right before you get to play as Carlos. Just make sure to have some freeze grenades, magnum rounds and full heals for that fight.

The majority of the quips are actually english only, in jap he's mostly plain handsome action dude. Later I think the "reason" is that it helps keep him sane, so he does have to make quips at anything, especially the life-threatening stuff.

user, you literally drag the RE 1 Config.exe into the same directory that you installed the game and launch it to configure. That's it.
