Since everyone ITT is a retard let me explain in detail what happened.
He's playing duos. There's 2 people on each team. When one of the players on the team reaches 0 HP, he goes into "knocked down" state where he slowly bleeds out until he runs out of HP or gets revived by his teammate. If both teammates reach 0 HP they instantly bleed out.
Now that you know how video games work, look at the video again. The streamer shoots Topher04 and puts him into knocked down state. Then he shoots the fence and his teammate Chadd kills Topher04's teammate EliteSloth, which makes Topher also bleed out giving the steamer the kill. In conclusion, he probably hit nobody through the fence, as he only got 1 kill in the video.
As to why he was shooting the fence, my best guess is his teammate told him over voice chat that the enemy was somewhere around there.
Now the only suspicious thing might be his excellent AK spray control but I don't know that much about PUBG to comment on that.

Have you ever watched high level FPS play in your life? Quick aiming like that is nothing unreasonable also the way he moved as he aimed looks natural and he probably saw both players were there as he was running up on the fence. Also considering he had a team mate who was very close he most likely was given a call out by his team mate that there was 2 people behind the fence. With no sound your also leaving out a massive component of the game in audio cues and call outs from your team.

Sadly, in my experience a lot of really high level FPS play is dominated by aimbots with even super good players making sure they have them because otherwise they wouldn't be able to compete. A lot of people I knew and defended in TF2 who were legit really good turned out to also use hacks and were forced to take VACations. Personally on the fence about shroud because he is clearly really good but he also ticks the checkboxes of choking at LAN, occasionally seeming unprepared to react to his own mouse movements, and hopping to aimbot friendly games.

The clip does look a bit sus with the random spray through the fence, but I'm guessing he heard the enemy there and just took a wild shot in the dark and got lucky.

You can especially tell how he jerks away the aim from the first guy he downs to make the aimbot let go. That's usually a telltale sign because the guy wasn't dead so the aimbot would still lock onto him.

Completely shameless too, there are much harder to detect aimbots out there, but this guy doesn't give a shit. There was that one case of a guy getting caught using an aimbot that would only snap the last 2-3 pixels, subtle but obviously a huge advantage.

If you click slowly and analyze the crosshair, its not snapping on to the enemies head, its just a coincidence of him pointing his mouse cursor there for a split second and then pointing back to the tunnel because he thought the enemy would come out from there. because he knew the other enemy was nearby. He didn't snap on to the enemy, its just a coincidence of him turning his mouse there for a split second and then turning back to the tunnel. His aiming is very erratic and that's usually how pros play.

You aim at enemies through walls all the time when playing yourself, you're just not aware of it. In this instance, the enemy was right next to the person he already killed.

You don't understand how hacking or flick shots work. There's 0 reason to rapidly flick your crosshair and then not fire for a second. If he noticed someone was there he would have snapped and fired in their general direction until he could adjust his aim onto them. Snapping, having your corsshair stay completely still for a second, and then shooting at a new enemy makes sense and is not something decent players do.

The enemy he was initially aiming at wasn't even fully in cover by the time he had snapped to the new dude. You can still see their upper body before he snaps his aim away from them.
