Is LA lower budget? They had the creator of the Armored Core series as director and the designer for the artwork and mechs from MGS, I guess they are both not cheap.

The game supposedly gimps you hard on a first playthrough since it wants you to fail at saving people. You'll have more options in NG+

unless the perks involve stuff like 'melee weapons never breaking' or 'headshots always kill' or 'unarmed takedown' I dunno how a lot of this is doable
