When you visit exhentai and get a sadpanda, the cookie for e-hentai is read by a third domain, let's call it exfaggots . org.
This third domain is in common between the two sites, it writes cookies when you visit either site, same way tracking ads work.
In this case exfaggots is still hosted on the same servers as the two sites I imagine.
So for your idea of checking for third party cookies you would literally have to make a deal with the people behind each site you want to track.
