Stores immediately pulled it and any SA copy with that in it had to have an AO sticker on it. Stores would not sell GTA SA after they found out about hot coffee. It was a huge controversy and Valve caved in and banned that game. Shortly after, Gaben himself had to step in and he personally apologized to the dev for banning him and his game and told them that they will actually sell the game.

This was before Valve made the new adult game policies. The known gaming sites were extremely mad at the fact that Valve didn't listen to them and was selling a "problematic" game.

When Valve announced the new adult game policies, the same sites wrote a ton of articles on how this wasn't a good decision and they shouldn't do it.

It's pretty clear to me that known subjects want to have some kind of control over what Valve decides to sell on steam, and this "controversy" showed that they have at least some influence on it, considering most gaming sites were spamming articles about how valve was selling a literal rape game and used the controversy to subtly shill EPIC store while they were at it.
