Rolf should be easy if you're playing as Ed, but he's fucking shit when you get to Kevin. At least his carrying capacity hasn't been nerfed yet.

That's just a myth, no one's actually gotten to him before. If he were have as good as the in game lore lead us to believe, he'd be too incredibly overpowered to have in game anyways.

His code is in the files. Don't know of anyone who's actually gotten to him yet, though.
