Both, but a proper city builder not an RTS with base building.

The game is called "Master of Olympus Zeus" and it's pretty fun, but a rather old game. It can still hold it's ground though.

Cities is braindead, not a simulation but just a map painter

it's better than banished because there's a greater variety of buildings and there's stuff to do beyond survival, although they're very different games to the point where I don't think comparing them is useful
c:s is neat, especially with mods, but there isn't much challenge other than managing traffic and whatever goals you set yourself. the old city-building series games made you plan a lot of things
