The point is that an Objectivist society just wouldn't work. All the things you pointed out started after Fontaine started to usurp Ryan. Rapture was an Objectivist utopia, for a while, but when Andrew Ryan began to face serious competition as the most powerful corporation in the city, he was forced to betray his ideals in order to maintain power.

That's where every utopia breaks down: the maintenance and transfer or power. It's easy to make a perfect society run for 5 or 10 years, even a whole generation. But the nature of a society is inherently tied to the leadership of that society, and leadership will always be forced to make concessions in order to maintain power.

Think of it this way: your society generates a certain amount of gold every year. As an Objectivist leader, you're committed to taking as little as possible from this pool as taxes, allowing your people to use and spend the wealth they generate as they see fit. Great! Wealth is good, people like having it, and they all respect you for allowing them to maintain free markets. Except there's a problem: somebody wants your job. In this hyper-competitive environment, they realize that you have easy access to huge amounts of tax money that you're intentionally refusing to collect. As rational, self-interested people, they see a bounty for the taking. They start putting together a coalition of powerful allies, promising that when they take your job, they'll give a chunk of the wealth to all their allies.

So now you've got usurpers, and they don't care about your Objectivist ideals. If you let them take control, your whole society will be ruined, but they have more wealth combined than you have on your own. You need dependable allies, but to guarantee their loyalty you need to promise them a certain amount of wealth, at least as much as the usurpers are offering, because otherwise they'll just join the rebellion. This leads to increased taxes, corruption, etc.

Maybe for the state currency, because the only thing that stops it from spiraling down to worthlessness is it being enforced by the local mafia.
