3 is basically original Tropico remade, though the art style changed a bit. After that, Kalypso tried to add to the game, which worked with some features but horribly failed with others. I'd say play the first or 3.

1 is the hardest, the least console oriented and with least content.
3 had best music but consolitis spills hard and now looks poor and ugly
4 has the best characters and humor and most interesting campaign and content
5 is a rehash of 4
