DLC is content made by other teams than the complete game. Sometimes they're quick enough to finish a ton before the game itself can be done. In other words, support them by buying these passes. Without DLC, the game would just end and you would have to wait for a sequel.

Most fighters lived fine without this dlc bullshit with extra characters(or secret unlockable characters) that should have been in the base game in the first place. The exception was always SF that had revisions often and some arcade version of a fighter that would get a new character or 2 + tweak in the mechanics.
Now the costumes? Sure, if you want bride costumes pay extra for them, in fact, pay 1000 dollars for them.
