Reasonably speaking, giving her one and then having her train with Lea is woefully misguided in letting her help fight the XIII. She is under-trained and outmatched as someone has hasn't fought for the entire series outside of swinging down on some enemies once in KH2.

If she was without a keyblade, there would be no expectations for her to be able to defend herself nor for her to fight, effectively taking up a completely passive role of keeping Sora's heart in check.
