I think in a world where AC hadn't gone off the rails after 2, 70/80s Berlin would have made for a fantastic setting.

90's Russia or Brazil any era

Probably the fact the only times GTA took place outside of America was in an expansion and a freeware mission pack both developed by a Canadian off-shoot to Rockstar. The Houser boys only jack off to American pop culture and if thirty years of writing and producing stories that take place in the US isn't enough support than I don't know what is.

No more flat maps. A spherical, fully-explorable map with six fictional cities based off of real cities. One city for each continent. North America’s city can be New York City, USA (Liberty City, obviously). South America’s city... maybe Bogota, Colombia. Europe’s city? London, UK. Africa? Kampala, Uganda. Asia? Hong Kong. Australia? Uhhh... Sydney, I guess. The game’s single player story would span across six decades: from the 1960s all the way to the 2020s. There would be changing seasons. It would actually snow on Liberty City. I suppose that Antarctica can have one “city” (or, rather, a settlement based off of McMurdo Station). I already know that this will never happen but a man can dream, can’t he? A man can dream...

Rockstar should just merge the Red Dead and Grand Theft Auto series into one. Have the two series “meet” in the 1920s during Prohibitin-Era United States. The game would primarily be set in Saint Denis. Jack Marston would be the main character. It would play like Mafia I.

GTAV's follow-up should be more about the period than the area, and I think it might be the 70's. I want Las Vegas (because they conveniently left out Las Venturas from GTAV), but I could also settle for a Mexican border city like Tijuana or Acuna.

1980s: Miami (Vice City)
1990s: Los Angeles, San Francisco, and Las Vegas (Los Santos, San Fierro, and Las Venturas)
2000s: New York City (Liberty City)
2010s: Los Angeles (Los Santos)

All that’s left is the 1970s decade. Could be set in either Las Venturas or San Fierro.

Either 1970s San Francisco (a game based off of the 1978 film The Driver) or 1970s Las Vegas (a game based off of the 1995 film Casino, which is set in 1973).

Yeah that would be pretty great. I honestly think Russia is the one other place I could see GTA working really well while still seeming like a GTA game.
