The reason bullets work so well isn't because of the hole they make, it's because of the huge amounts of ballistic energy they disperse into the body. You're retarded. DEW weapons are only viable on large platforms due to the energy and heat requirements required to run them. DEW weapons are simply ineffective as small arms, and unless there is some major breakthrough in physics they always will be. Not to mention it's completely impractical to make DEWs for the average soldier. The plasma rifle you spent billions of dollars creating is no more effective against a human than a standard rifle. In fact, it is probably far less effective than a modern ballistic rifle.

Until there is a need for DEW small arms, small arms will continue to use standard ballistics.This is also the reason they use bullets in Halo, because until the Covenant it was just humans killing humans and you don't need anything more than a few bullets to kill a human.

No. It was because in Halo the human race was in a civil war between the UNSC and the outer colonies until the Covenant came. The UNSC and Innies never needed anything more than ballistic weaponry because it's cheap, easy to maintain, and kills a man just as well as an advanced energy weapon. It wasn't until the Covenant came that ballistic weaponry stopped working, and that was only because of energy shielding. Without their shields, the Covenant die from a few rounds like everything else. Even then, once the war was over, the UNSC still uses standard ballistics because they were developed to competitive level throughout the war and are still cheaper/easier while being just as effective.

No, the reason was that there was no reason to develop such platforms when a bullets can kill humans just as well and cost less money. The reason these weapons aren't used by every solider is for the exact reason you stated. They cost to much to produce. And the weapons seen in the games were not designed during the war. chemically propelled kinetic energy weapons are the best energy weapons for small scale use.

Electrically propelled kinetic energy weapon once practical for larger installments will be good because you can accelerate them faster than chemical propellants.

Looking at the power consumption and the cost of just basic parts like crystals make it a batshit insane plan to even consider laser weaponry for infantry. Just scratching one of the mirrors in the gun would make it virtually unusable on range, and you can't just rip it and exchange it on the go.
