Potion seller is a professional when it comes to potion selling and brewing. Knight should have listened to him from the begginning as he knows best.

Potion Seller was 100% in the wrong. He constantly goes on and on about how his strongest potions are too strong because they'd kill beasts let alone men but if that's the case then no one would be able to buy them. They're either just for show or for fucking gods. Either way he should have realized that this kind of strength isn't what the knight wanted and put his focus onto his next-strongest potion, or whichever one was fit for men. It's like a kid asking for some money and you telling him no because he can't handle having $1000

Potion Seller was in the wrong. The Knight knew exactly what he was getting into and accepted the terms. If Potion Seller isn't even willing to sell to anyone, why is he selling in the first place?

Consider that Potion Seller is a specialist. He brews the strongest potions because that's his niche. These potions are not at all intended for consumption by most people, especially some chucklefuck knight. The Knight, however, is pigheaded and refuses to leave after I kindly suggest that he find another merchant.

If it was common knowledge, then it's the knights fault for trying to bite off more than he can chew and getting pissy about the potion seller trying to save him.
If the potion seller looked like any other potion shop, then the potion seller unreasonably acts like an asshole. Though this might just be because of his unsustainable business model, as it would presumably be incredibly difficult to turn a profit selling non-human potions in the human based society unless it was well established what your target demographic was and you had non-human travellers frequently coming paying high amounts for the potions.

What the fuck was Potion Seller doing with potions too strong for even the mightiest of men? The King would be awfully displeased to hear about a shady Potion Seller doing business with non-humans like Dragons, Orcs, Elves, etc. He should be turned in at once and dealt with by the royal court.
In a perfect world the potion seller would have supported the knight because it was his civic duty to the nation. If the town comes under attack the potion seller will be partially to blame.
