Six hours isn't even a lot, is it? Many games have over double that, or do I remember things wrong. And of course it depends whether you count walking sim moments as cutscenes or not and where you draw the line between walking sim moment and "normal gameplay".

Its not counting "scenes where you walk and listen to exposition while controlling a character to walk through a corridor segment" its counting scenes where a director take control of the camera. Because those arent technically cutscenes, you are controlling the character.

so? MGS was 50% cutscenes and it's one of the greatest games of all time. Most of the other MGS games (read: best games of all time) have a proportion of cutscenes than 20%
