I'd argue it's a great experience, but not necessarily a great game.
In two play-throughs, you're just going through the motions and seeing the story. 90% of fights are literally talking your way around not fighting and dealing with gameplay.
And Genocide takes away all the good music, characterization, worldbuilding to make you grind until you face Sans or Undyne.
I'd recommend anyone to try it, since it's free and pretty great, but the actual game part of the game is a chore 95% of the time.

It's only popular for these three things. Characters (which most of them kinda suck anyway), muh 2deep4u and the meta plot revolving around it being a game itself like the load function and self awareness of some characters.
