Depends on your criteria, tactical fps can extend even as far as to Battlefield, there is Rainbow Six Siege, Due Process and Intruder, the latter seems a mix between serious and silly.

If Ready or Not fails to hit the target, then sure.

the problem with fast paced game like battlefield and cod is that they're intended for dudebros and children high on adderall who have a shorter attention span than a goldfish.
Even Rainbow Six Siege suffered from this phenomena despite itself adverting for the next coming of SWAT

I mean Arma still exists. But if you are talking this small scale then I've got nothing other than like Rainbow Six Siege.

I have played the BF5, I would have probably bought if I had friends to play with, I have not played BF1, but even with 3 and 4 I still got the idea that team play worked best than a lone wolf killer.

I have not played Siege, it did not interest me because it gave me the idea of being more a Counter Strike with classes and environment destruction.

Apex Legends is unironically more tactical than Siege. In Apex you can't just sprint at people and gun them down, in Siege you can always gun people down if you have better aim no matter whether you have 1 hp or 100 hp. There's nothing tactical about Siege. You can literally just pick a 3 speed op and sprint around and gun people. That's what happens a lot in higher ranks. Just because you know a pixel peek doesn't make it tactical.

What do people see in SWAT 4 the only thing it has over it's predecessor are nicer graphics.

It's less about what they see in SWAT 4, and more that they just don't see SWAT 3 at all.
