I once thought about this
I imagine the actual "game" would have you take control of the different side characters, and when you do play as Saitama your goal, aside from killing whatever you're trying to kill, would be to minimize the damage you cause to the world when you attack.
I'd prefer a Mob Psycho 100 game.

The game wouldn't be designed about killing monsters, but more about facing the daily chores and misunderstanding Saitama has to deal with constantly.

Basically it would be a team beat'em up with all the other heros either until the mission is complete or until OPM comes in to QTE the boss
Why the fuck would this be an issue? Every game is so piss easy things die in one hit anyway. The character is a parody. The game would be a parody. QTE where something dies on the first input and the rest of the inputs is just him chillin. Cinematic character cutscenes where you can fuck off in the middle of it and go do something else. Be imaginative fucker. Take the piss out of modern game design.

This has been answered before. The game wouldn't be about getting to the boss and having a hard fight. It'd be about getting to the boss within a set time limit, perhaps while saving civilians or other various side objectives. Like there's a sale at the convenience store so you gotta haul ass, but there's like 3 people in trouble on the way to the boss and a puppy stuck in a perilous situation. If you don't do well your hero rank could go down.

The only way I can see it working is to have a meta level plot where to make a quick buck the hero association put out a fighting game that features a lot of well known heroes and don't actually know saitama's full strength

King is a pussy NEET who got mistaken for Saitama anyways. He's not really superpowered.
You have ArcSys make a normal FighterZ-esque game with all the other characters being well balanced, and you put Saitama at the center of the character select as a "joke" character that can actually beat anyone in one punch.
He can fuck you up at Street fighter with only 1/10 of his health bar without trying.
Alternatively if you want Saitama to be the focus, make a Persona-like slice of life focused game where you have to make ends meet using by using his powers in creative ways. Periodically having to one punch powerful enemies and getting checks from the hero association.
The only thing it can work by making the MC a custom character or make Genos the MC for most of the time, and Saitama to be playable on big boss fights.
i imagine you would play as some of the less OP characters from OPM or even some random fuck goons introduced purely for the game with the goal of raising your rank
customizable characters is probably the best approach they could take when it comes to making an action game, though they would run into potential lack of ability customization or just completely broken balancing of them
saitama would be reserved for super special moments or as an unlockable mode

Actually not a bad idea, you're a monster doing crime left and right and when saitama spot you you're supposed to convince him that you're not doing anything bad. There can be speech check, charisma points and stuff.

OPM would be a better concept if he was more like 1000000 Attack 0 Def instead of both being high.
Create your own hero, then do missions for the HA and rising up ranks.
Boss fights would be about carefully setting up a super awesome attack, skillfully dodging or taking hits, hyping up the fight only to find out the boss is super weak and dies in one hit.
GTA clone as a villain. Replace the 5-6 stars system with the threat ranking. The 6-star equivalent is Saitama showing up and one punching you. An unseen timer starts when he does show up so you can track how long you lived before he one punched you. Managing to actually avoid death long will cause him to break out the Serious Series.
It could be a pretty good statement about the current state of the games industry where just handing out victories on a silver platter feels hollow compared to the triumph of claiming victory through skill and achievement, but it would be taken as a 10/10 because it makes you feel like Saitama.

Play as a new Hero in the making. Can decide if you start with a superpower or go the Saitama route. Either start off as a C-class Hero or as a Vigilante like Saitama in his beginning.
Going the Saitama route will start you off with a necessary grind before you can even take on simple pursesnatchers. Going through it all the way will allow you to battle Saitama on almost equal footing.
