Makes sense when anna and gunther are considered antiquity by the time of Deus Ex.

People got their augs removed so they don't get assimilated with the "unstable murdermachine" stigma which Panchaia created, simple as that.
Especially with the human purist movement and segregation that popped up out of fear after the event mentioned above.
