I think what he's trying to say is that neither of the gameplay timelines are entirely canon, as it wouldn't make sense for Claire to have to fix the clocktower twice or for Leon to have to unlock the doors after Claire already did.
Basically: There is a canon timeline where Leon and Claire went through this adventure, and things progressed in a specific way. Leon and Ada still happened, and Claire, Sherry, and Annette still happened. It's just that we do not ever play through that timeline, because in any playthroughs, all of that does not happen at one time.

Look at 1: its impossible for more than 2 people to evacuate in any one run, but canonically four of them made it.
