Apparently the games had weak sales (based on a few interviews with devs/translators, wikipedia have the archived links), at least in the west. JRPGs aren't really that popular in this side of the world, especially a non-AAA project with minimal marketing budget originally sold on a console that died a few years after release.
I started this on my Dreamcast but kept putting it off, maybe I'll start it back up today.

That's an extreme flaw. One that the gamecube version WOULD fix if the gamecube version didn't also have extremely awful music.
Dual Orb 2 is a likewise pretty alright game kicked right in the nuts by it's obscene random encounter rate.

Why is this a thing I hear commonly about Sega? I get that storage was more expensive in the 90's, but I would have thought by the DC they would have better archiving methods.

Reminder the source code for the original Silent Hill games was all lost so they had to make those shitty HD remasters from the ground up.

Distribution was a nightmare. Back in the day, only a few non-sports games were sold. I only found one store that sold this, and was forced to overpay for it.
The best bet right now is the Sega Ages line on Switch. Studio M2 put out that poll a while ago about which classic Sega games they should port to the system and while Skies of Arcadia itself got 10th place, Jet Set Radio got 1st, which means they're going to have to create working Dreamcast emulation/porting tools anyway.
I was told gamecube version has shit audio quality or something. Should I play emulated dreamcast version instead?
The extra content and quality of life improvements of the Gamecube version make it better than the Dreamcast one. Can't the GC version be emulated with DC music files thrown in?
I didn't play it when it was new, so playing it a few years ago I was let down after all the good stuff I've heard about it. It seems kinda basic. I still want a rerelease of it though, as I lost my save file and I saw potential of it becoming better as I went on.
