Its a mental illness thing where people think they're being stalked by a huge collective for one reason or another.
Wouldn't know how to incorporate an entire game with it, but I can imagine using it as a catalyst for a games story, kinda like the old Call of Cthulhu game where everyone in Innsmouth is getting more and more hostile to your snooping around to the point where they're walking around the street with guns and pitchforks to kill you.

Its almost entirely narcissism and self affirmation via the Internet bringing millions of lunatics together that drives a lot of batshit crazy conspiracies. Everytime I see someone arguing for Flat Earth, its always some flavor of "The powers that be don't want us to know that we are special, that we aren't a cosmic accident of primordial chemistry" and you almost start to feel bad for them.
The worst part is, it isn't entirely unique to the crazies. Its crept into every other part of life as well. The US got the first taste of what's to come to the world with the 2016 Election, where there was two completely different versions of how the night would go and everyone was so confident in their candidate until one side got the rudest reality check in history.
