I want to like the game but I'm still on the fence about it, I've had 5 separate crashes already and two sub-missions I couldn't complete because of glitches in picking up key item.
Sounds like poor luck, some people are having stability problems but the majority is having success, I recommend actually filling out bug reports.

FEMA is in essence CERA, and the army was converted mostly into the JTF which is a joint unit combining what's left of any governmental personnel still loyal to the concept of law and order.
Before you posit how things got this bad, Division's concept is based on an actual live test that occurred in the US as a stress test for surviving an outbreak of the caliber demonstrated by Green Poison, and perhaps unsurprisingly the US failed, demonstrably.

That sounds a bit better. My worry about D2 is that the enemy factions all seem a bit generic "dudes with guns". The first game had some interesting differences, the Cleaners were a great faction, and the Rikers and LMB felt like they fought differently to the rest.

The First Sons are like I said, former JTF soldiers, so lots of military experience. They're similar in scope to the LMB. Their tactics vary heavily from the Black Tusk.
Then you have the Outcasts, which are literal Mad Max disease cultists, replete with dudes with chainsaws, suicide bombers and drones with buzzsaws on them.

The point of the test isn't that we're vulnerable to an attack of its nature, we're vulnerable to the fallout and the crippling weaknesses in the infrastructure to handle an actual pandemic.
I should state we know nothing about who's in charge of the Black Tusk but we know the Outcast leader is reportedly a woman who is asymptomatic with the disease and these people mostly exist in sewers and Dark Zones. You can fight them in the demo in the DZ.

I haven't played the beta but its clear from the interface and gameplay shown that it has a pseudo-old-school focus on number crunching with typical MMOs of yesterdecade, which is pretty much what Division 1 was. From what I can tell, which may or may not be 100% accurate:
USA is pretty big, but no one exactly knows where the outside help is in Manhattan. Sometimes, you get a few NPCs referencing that no one's heard from the army or otherwise. Local forces were consolidated mostly into the JTF, but the JTF is still mostly comprised of police officers, firefighters, EMS, and other first responders. Which is why they're pretty much ass at combat, because the majority of them are civilians with vocational skills first and combat/survival skills as an afterthought. In one of trailers, a map (maybe non-canon since it's never directly referenced) shows the virus being spread from a multitude of population centers, though weather that was from tainted bills being distributed there or a slow enough incubation period that allowed lots of movement out of New York is unanswered. What was shown is that New York was the largest "circle" on the map (Representing number of cases reported), with smaller circles throughout the US and western world and Asia, and small circles in Africa, middle east, and elsewhere. Of note, San Francisco seemed to have the other largest circle in the US, with some places like Houston, DC, and Miami being comparatively smaller, though depending on when that map was generated, it's likely that everywhere else could be undergoing a similar scale infection to New York by now.
FEMA's version in the Division is CERA, which pretty much functions similar in all aspects. They set up triage centers and attempted to keep quarantines and such, but were eventually supplanted by the JTF when order broke down. As far as a national presence, it's unknown if they're still operating at all, much like most of the government or military.

The strength of the federal government having so much control over the provinces and states down to the local level means there will forever and always be at least a minority who is unhappy they got screwed in some way by the rest of America, be it over taxes, their states not getting federal grants, drug laws being too strict, immigration being too strict or not strict enough, gay marriage, or literally any other thing you can think of. The whole "United" thing means everyone has to go along with it though or face Uncle Sam's boot on your neck (Unless, of course, the current Uncle Sam secretly likes what you're doing -- you can legalize drugs and ignore ICE without a large crackdown so long as the current incumbent doesn't care, just watch out if the next one coming in has an agenda against it).
There are fractures mostly along cultural lines, and as of late, it's more of a rural-urban divide that drives things. That's why states themselves have issues on agreeing on anything; usually, anyone in the major cities of a state leans left, rural people lean right, and the two hate each other because politics is an arena where there must be a winner and loser, and both sides are attempting to apply what works for their region to the other. No one wants to force it to a head though because both sides realize they need each other to keep functioning, and there's a lot of other places in the world that want to see the US crippled or broken so there can be a new global hegemon. So the doom clock stays five minutes to midnight for as long as possible because the first shot that gets fired in revolution means the US as an entity will be dissolved no matter who wins.
Eventually, someone's going to get fucked hard enough by the Washinton that they start a fire, so war is pretty much inevitable though.

Just started this up and using a ps4 controller had the controls fucking up. couldn't hold aiming down the sights while running and would randomly shoot non-stop unless I paused. Anyone else experience issues with a ps4 controller? I use ds4windows and it works pretty flawlessly for everything else.
