what do you think is wrong with it? personally I find it difficult to find under the radar games that look good because there's a flood of shit and morons misuse tags, but I can't think of a way to fix that. no one wants to go back to the time when steam was heavily gatekept and major releases couldn't even get on the store
I will say that as a whole the user reviews have been a good thing. you can whittle down your search by including and excluding tags until you filter out most of the trash you're not interested in, and then sorting by user rating usually does a good job of filtering out the remaining trash.

Buyer Beware read steam reviews and look at the screenshots, if the game sucks ballz refund it you should be able to decide within an hour. Trash Indie games that cost 99 cents belong on steam just as much as trash 60$ AAA games
High fees for content providers? You realize Steam takes less than all the consoles and even Amazon and Walmart digital codes.

what I gather from this post is that you completely misunderstand what each of those were built to do and what valve expected out of them. out of all the things you listed, only steam machines and artifact were actual flops.
SteamOS was never supposed to be an alternative to windows, it was literally built for Big Picture mode
Steam Controllers and Steam Link were also not supposed to be an alternative to xbox360/dualshock controllers

Unironically the best way to fix steam and actually motivate valve to do something is to introduce actual competition. Not what epic is doing with their bullshit exclusivity contracts. Steam has so much more to offer to consumers than the epic store, like built in reviews and community forums.
