I'm not 100% on this but I think the end-goal of communism is the abolition of the state. Meaning that once the wealth and means of production have been distributed, large-scale government collapses and each community is left to govern themselves.
In that way, it is a governing model.

Communism is an economic system, not a method of leadership.
