because the only adblocker you use nowadays is ublock orgigin.
otther adblockers dont work or as you said whitelist paying ad providers.
ublock origin is a network and script blocker. it primarily blocks http requests and javascript that tries to be sideloaded. in addition it also hides css of ads so site layouts dont look weird.
youd be stupid to use any other adbocker.

if you want network wide adblocking get a reaspberry pi and isntall pi-hole.
pi-hole however only blocks network request and cannot block a number of things including subdomain injections like for example in youtube video ads.
