Not him (and I actually like Luigi), but Daisy and Waluigi are lazy characters who were created just to fill space in party/sports games. Daisy only exists so Luigi can have his own love interest and Peach can have a sidekick (even though she already has toad), while Waluigi only exists so Luigi can have his own Wario and Wario has a partner.

It only works with cut characters desu, we have no way of knowing any other newcomers that were potentially cut besides what Sakurai says himself. Even then, guys like K. Rool and Ridley took 5 games to get in so that's about 70 characters he still chose to include over them.

Sukapon getting in as an AT was kind of a miracle since the last time he appeared in something was as a sticker.
