In Japan, a lot of Anime series make money through merchandise. Art, figurines, box sets, etc. Having the stereotypical beach episode is an easy way to have relevant swim suit figures and art to sell, as well as images to slap on the box sets to help drive sales. Because of this happening so frequently, it's become a normal anime trope, even when selling merchandise isn't a big concern.
It's also spread into other weeb media like video games that take anime inspiration. The "beach episode" trope is just an easy way to introduce fanservice without going for ridiculous scenarios.
