Yakuza had already been established as a not very popular series in the west (before 0) so the localization budget after the first game was likely pretty small. Now that it's gained popularity I could see future games getting subs in other languages too. For new IPs it's best to go all out with the localization for maximum potential audience.

That's one of the draws of the series. People who just got into Yakuza with 0 and played all the games in rapid succession don't realize how comfy it was to come back to the same city each year to see what's changed and catch up with all the characters.
Because JRPG fans let then get away with not doing it I guess. No reason to start spending more money on improved localization if enough people are buying your games anyway. There's really no excuse for popular stuff like Persona not having different subs for each language track.

Yeah, I remember the Localization lead (Scott Strichart) saying on twitter that he made sure the translations didn't have any western memes in them. In fact, the only reason he missed the one meme that made it in (Screw the rules I have money) was because it fit in so well it seemed normal.
