Xehanort needed 13 darknesses, the original organization 13 was his first plan. However since Chain of Memories its had to deal with infighting and treason. Xehanort splitting his heart into 13 pieces was so that he would have better control over the members. Beyond that it was also a way to make sure he would survive what ever the forces of light would throw at him.

It should have been named Kingdom Hearts 2.5 and have KH3 be named KH3, imo. Of course, they ended up using KH2.5 as the name for the HD rereleases of KH2 and BBS, so yeah, whatever. They probably would have never named a 3DS game Kingdom Hearts 3, but 2.5 is a suitable title as it sets up 3 and takes place after 2.
