Yes and no. Most western/cinematic games ave definitely taken a step back in musical quality because they're just trying to replicate movie soundtracks (poorly).
But there are still plenty of good music out there and the bump in hardware and hardware has certainly helped create more "lively" music. MK8 has a fucking god-tier ost and it's orchestrated. P5, Sonic Mania, and Undertale/Deltarune have great soundtracks too. You just got to know where to look.

Simple answer, no. The obvious answer is Nier Automata even though I thought the game was average the OST was top tier. My favorite game from 2017 Yakuza 0 has a soundtrack that I still love today. Tons of Indies have great soundtracks, Lethal League, Ruiner, Hotline Miami, Bastion, ABZU, Hyper light Drifter and I'm just looking through my steam library. So yeah, this dude is plain wrong.

There's still going to be a lot more great osts from that era of gaming even if he did try to mention every single one. And even then video game music from after 7th gen, and specially during 6th gen was better than what we get now. Sonic CD for example has a way better soundtrack then Mania, mostly because it's entirely original and it has two soundtracks. But even if that isn't a fair comparison, Sonic 3&K's soundtrack is still better.

He's absolutely correct in this sense. Movie music is a fucking travesty these days. It's hard to believe that only 25 years ago stuff like Jurassic Park was coming out with one of the most iconic songs of the last century. It leaks into video games because for whatever reason, braindead developers and publishers want to emulate an institution of child molesters, prostitutes, and morons that by and large lose billions of dollars every year.

Clearest example I can think of is Marvel VS Capcom Infinite. It has a few good songs, but 99% of them are on Capcom's side. And I guarantee you some idiot businessman from Disney said, "Make the Marvel character's music sound like the movie music" AKA generic shit. Compare that to UMVC3's character themes. Almost every one is great, perfectly fits the tone of the game, and the character themselves. It's a very American problem, IE: Americans are either causing the problem or participating in it. It's all generic shit or licensed music that gets patched out of the game 3 years down the road. At least some indies/Japanese games still have killer OSTs.
