I don't think it's that hard to find some good female characters that are "worth being". But I agree there are sticking points.
For one thing, most protagonists are male, and I think protagonist characters, while not always the most interesting, are often the least flawed in their stories and are pushed as being ideal to some extent. Female characters also often have different strong points than the males, which is more up to preference really.

It really does somewhat depend on the genre and the companies. For instance the Tales of franchise is shite at making female characters while Final Fantasy makes a lot of them. To point where one of the reasons why FFXV stands out is because of the lack of strong female characters.
