The story goes that Game Freak wanted to make Clefairy the mascot Pokemon, but Nintendo talked them out of it and changed it to Pikachu. As you can see here, with the Clefairy Red and Green art, along with the Pikachu art , the simplistic designs that makes marketing easier is a long time staple of the series.
