The cheapest gaming-capable PC is likely in the $400-$500 range, add on top of that all the peripherals and the screen and you come close to $700 to play modern games.

Everybody already owns a TV. A lot of people already have a PC for work and web browsing. A lot of people wait for a sale before buying. So a person might spend $200 to get a console for christmas and maybe one $60 game and some $20 ones and that'll be enough until the next holiday.

No, it is among the cheapest when you compare the amount of entertainment you're getting for what you're spending to other hobbies.
$300 + $60 + whatever else for peripherals sounds expensive at first but once you have all that you've got potentially months of entertainment that you do not have to continue paying for.
Other hobbies have you spending money constantly in order to participate in them, and while the fees might not be as frontloaded as gaming, there's more of them and they add up quickly.

If you buy consoles and console games, you have to pay monthly to continue playing your games if they are multiplayer. I am unaware of any workaround to the subscription service. I pirate all my console games, anyway, though.

I have a shit, entry level, low pay part time job and within 2 paychecks I can afford a console and multiple games.
Bingo, a movie ticket is 16 dollars in my city, even the shortest of AAA games will probably last me longer than 4-5 movies

$600 for a computer (that you most likely need anyway for other things) plus $20 per month for internet (which you also need for other things) can get you any game you want for free.

Video games are one of the absolute cheapest hobbies on the entire planet, retard. The amount of time you can get from a single game is insane. Add on the fact that you can easily emulate a ton of old games, your base cost is just something that can run it. One of the biggest reasons video games is my main hobby is because of how cheap it is.
